This is rather not related to 4.09.
Seems as some other program demands to be 'in front'. Check what processes you are running! Antivirus, Firewalls or anything, that is running a silent update can cause this. There are millions of possibilities.
BTW: I have this too sometimes and always had it happen. Doesn't very bug me.
