then try this, I got a 9800GT too and find this optimal:
the source of your problem is that you turn off part of the shader 2.0 effects with ForceShaders1x=1 therefore you get an intermediate between excellent and perfect water
you can go for water=4 and effects=2 but not recommended cause theyre too heavy on fps
