1) Many options there, but in any case: TORRENT works usually much better than direct download.
For ultrapack 1.8, torrent worked perfect for me,
for unified installer (UI), same story: direct download = lots of corrupted files , even after many attempts, Torrent = happy life, no errors.
2) As to which option use for mods in 409, depends on what you want. (offline/online, easy install, no custom tweaking, or a self-build install with lots of tweaking and adjusting?)
If you DON'T want to spend lots of time on this, and just want easy and fast way of getting lots of mods (without custom choices) then for moment being, Ultrapack 1.8 directly on top of 409 vanilla install is your option (use Torrent to download!).
Later UI 1.2.5 will be also an option -again: use Torrent!- (then I suggest: try both UP v1.8 and UI 1.2.5 -one at a time- and keep the one you like most). There will be also an "unofficial" add-on to UP v1.8 (I don
