Same old question,you said you did a reinstall,so you must have done a uninstall, did you go into the program files and delete the game folder that's left behind after the uninstall?You must do this after a uninstall there could be a bad file left over in that old game folder.Or if your trying to install from a downloaded version of the game take a look at this (The link is inoperative)
