They would not be running around the streets during the attack.

To get into more detail then - what about fire-fighters, air raid wardens, red cross helpers, ambulance drivers, policemen, people panicking or dazed and shocked, those escaping from burning buildings and so on?

You wouldn't see any of this from the heights at which heavy bombers flew, but what about in low level bombing ... or what about being able to place farmers in open fields? No air raid shelters or cellars nearby for them. Or if you are into early war scenarios - Fall of France and that - then there were uncounted numbers of refugees on the road. Imagine civilians running away from vehicles in droves as they are bombed by Stukas or strafed by low-fliers.

I would say there are many many possibilities in this. And none of them far-fetched.
