All the wavefiles in IL-2 should be playable in Windows Media Player and Windows Movie Maker. Both programs are used by some IL-2 modders. When you go to save a wave file in one of these programs-as well as a few other Microsoft programs-it will reveal the type of wavefile in the SAVE box. You also have the option there to save it in another wavefile form, but that is not generally recommended.
There are a bunch of free waveform editors. Some will let you know the type of waveform on the opening window. Some have a nice set of sound editing features. Do a search engine to get the latest versions. Try a few and pick one that you like. Since you are very interested in the sound mod aspect of IL-2, you will need a good editor.

(P.S.) Look into Virtual Dub, which is used by some IL-2 modders. It is also free.
