Unless your video card carries at least a gig of onboard memory, you will probably not be able to load or run the map unless you set your texture compression to ST3C.
Go into your game's config.ini file using notepad and find the section called [Render_OpenGL]. A few entries down should be one called TexCompress= ; make sure this has a value of 2, i.e., TexCompress=2.
See if that helps.
Barring that there may be an issue with a corrupted installation causing missing objects that the map needs in order to to load. Have you added any mods at all to your 4.1 install? 23% is when the game is calling the static.ini for the map in order to load the appropriate static objects.
