As I see it, this filelist.txt is nothing USED by the SFS extractor. It's for YOUR convenience to see where the files you want are located (and what they are called - look, for example, at the NETMOUNTAINS map files, the map is called Online4Summer in the game, but you need to know the INTERNAL file name, not the one shown ingame). And "availability 95%" would then mean that he found out what 95% of the files in the specified archive are called and/or used for, with 5% unresolved.
