I've successfully used the cat' on Illustrious, although not tried the ship pack ones yet.

I guess the obvious things to check are:

• carrier mod enabled?
  
  catapults not disabled in .mis file?
  
  you did taxy to within 10 yds or so of the cat' and then reapply the chocks?

Sorry to state the obvious, but, as it works for me I can't think of anything else that might cause the problem.
