hmmm.. obviously your hotas is buggered, you'll have to send it to me 
Seriously though, I'm not real sure what the problem could be, check your conf.ini file again and make sure that the setview is set at 36..then go fly for a bit, exit and check your conf.ini again and see if the viewset is still set at 36, if not change it to 36, save, then right click on the file in windows explorer, select properties and put a tick in the read only box, then save and go fly again and see if that works.
