GIMP is not really the best program to use for skin making. Photo Shop or Paint Shop Pro are generally more versatile and easier to use. Besides, i think GIMP has a problem with reducing to the correct type of 256 color bmp file.
And I would indeed suggest you work with a few of the more simple templates, templates with not too many layers. I believe that Imme made some very good ones that were as intuitive as could be and still had everything necessary to make a great skin.
