Well its more efficient but it still uses quite a bit more power then IL2.
For instance if you can barely run IL2 on perfect settings you might be able to play SOW only lower settings.
They wouldn't make an engine that uses similar power to IL2 because it was made for way older PCs, this is a major installment to the series after all.
Personally I'm not expecting SoW to need anything extravagant to run it, because Oleg's team is apparently using 2GB RAM Dual Core PCs with 512mb graphics cards to run SoW, so anyone with a more powerful PC than that shouldn't run into any problems come September.
