I think you mean left rudder/ailerons...you can't control the elevator flaps independently to my knowledge.
As for your issue, it's because of torque and because you are approaching the stall speed. You have to compensate with rudder motion in the appropriate direction in order to avoid stalling (do NOT use ailerons, they only make it worse). I might suggest pulling your throttle pack as you approach the peak of the loop if you aren't already, and then opening it up on the way down.
