Well, I knew how to enforce the refresh rate universally. Most games, however, have an in-game setting so that while running, your monitor refreshes at the rate you selected. I prefer to have mine at 75Hz generally because I can tell a difference between 30fps and 100, or even 100 versus 140. It's a subtle difference, but it's there.
As for the rest, I can't update my drivers and I'll tell you why. My particular model of video card is the eVGA GeForce 7800GT 256MB OC Edition. This line of video cards was factory overclocked too far, and as a result they require underclocking closer to stock settings in order to get running properly. I could flash the BIOS on my card to permanently fix it, but I don't want to risk bricking it since it was $300 when I bought it, and that would be $300 needlessly out the window. The other problem is that I play games older than IL-2 (Battlezone series comes to mind), and when I have newer drivers, they stutter like crazy. The older drivers (91.86, I believe I am using) run everything I play without issue, so I see no further reason to update.
I'll play with the VideoID and filtering a bit, see where that gets me. I can also set my monitor to 60Hz for IL-2, and see if that makes a difference.
