I think the 109 "BOB" is a special modded version that is included in UP but not HSFX. You may have to ask the mission builder if there is a solution for this. Just changing the air.ini would not fix it.
You might consider opening the missions using FMB and changing those planes to a stock E4. Save the changes and test.
If that does'nt work try changing the lines in the .mis file for the mission using notepad.
