I see you are running a ATI radeon HD4570 512mb . This week I went through "driver testing hell" upgrading from a ATI 1950pro (on Cat 7.6 drivers) to a ATI HD4670.
Conclusion:
Best driver for IL-2 in conjunction with ATI HD4xxx cards: Catalyst 9.10
Important settings in CCC for smooth IL2 gamplay: Catalyst AI on Standard
additional note: when turning on "vertical sync" under OpenGL ALWAYS activate OpenGLs "tripple buffering" function in CCC.
So I would suggest installing these drivers and trying these settings. And keep HardwareShaders=1 in config.ini.
