Well for the weather/water/dust effect:
First, make a new layer on top of the structure, choose the area you want to weather and mark it with a path.
Take the confetti tool and make it pretty big. Like 2x size or so.
You need 3 different colours: Blue or light blue, orange/brown mix and white.
Paint the leading edges of the wings and make some slide towards the trailing edge too, but keep the big mass at the leading edge.
Then use the filter "Gaussian Blur" once, twice or as many times as you need to make the colour solid, yet very textured.
Then modify the transparency of the weathering layer until it looks realistic.
