Highgore setting will not save

Ensure you don't have the game in the default directory if you are running Vista or Win7.

ie. Don't have it in c:\programfiles\.........
Move it to another directory other than Programfiles.

Windows treats any *.ini files as system files if they are found there.
That means that Windows will take a snap shot of any "System File" when it is opened/changed and will then revert it back to it's original state upon the program exiting.
