Try this: http://whatismyip.com/ This is the IP address of your router regardless of what ipconfig says is your gateway.
EDIT: Just looked at the documentation on your "router". The Arris box you have doesn't support online configuration. Its closer in functionality to a cable modem than it is to a full fledged router. It is only able to provide DHCP (which gives you your IP address) and two VOIP phone lines and thats it.
I would expect it to port forward everything to your PC just as a "vanilla" cable modem would. If not, you might want to get a conventional DOCSIS 2.0 or 3.0 cable modem and a dedicated router behind that. Cable modems from newegg can be had for $30-$40.
