With that card, you can run OpenGL in Perfect Water, Land Texture, and Sky, though you might need to reduce something else such as Effects. Overall, I am sure that you can at least come very close to getting the highest graphics configuration.
Keep in mind that some specific mods will force you to reduce graphics settings because some mods hurt IL-2 performance in a large way.
