I am not an expert on this matter but might help.
In some situations, the user is supposed to have all mods deactivated before installing certain things. Also, in the past, I have copied the air.ini to desktop before installing something and compared it to the copy remaining after the install. A couple times this helped me to learn what is missing from the air.ini which I need for something.
I hope this helps. Installing mods for me is a case by case basis because I often can't remember for certain how a type of mod is installed.
This is why I depend so much on good instructions to come with a mod.
