One trick to get the AI to execute some actual tactics is to run one at Ace and the other at Veteran. When you do this, the lead (Ace) will engage you to the best of the AI's ability while the #2 man (Veteran) will do everything he can to protect his lead.

On most occasions, they will employ the 'Loose Duce' tactic. One will engage, while the other extends for position and then they'll switch.

As for the bombers, use the AAA Fast Mod. It will cause the gunners, flack, AAA to not fire if they can't see you (Clouds, Darkness, Position). Makes it a bit more realistic.
