Hi,
Change to the following: ( I assume that you are using OpenGL )
TexFlags.DrawLandByTriangles=0
(Return to =1 if you see strange land anomalies)
TexFlags.UsePaletteExt=0 ( You don't need =1 )
TexFlags.TexCompressARBExt=0 ( This doesn't work with your configuraion )
