It may be that you have an i18n folder within the MODS folder.
For example:
C:\Ubisoft\IL-2 Sturmovik 1946 HSFX\MODS\STD\i18n

To work with i18n folder of the jsgmemods folder, you must disable the i18n folder, in the MODS folder.


My i18n folder of "Translation into Spanish" in the jsgmemods folder, it would be like:
C:\Ubisoft\IL-2 Sturmovik 1946 HSFX\jsgmemods\Traducción al español\Files\i18n
