air.ini should be in Files/com/maddox/il2/objects
the other Plane_ru and weapons file should be in Files/i18n

In fact HSFX does have an air.ini as shown here.
If you want to add mods in the mod folder that you must make.
You need to copy these file into it. First folder called
STD with caps- then copy the the --com -- qui [ thats a G or a Q its hard to tell ] plus the !18n . All of these are located in the FILES folder.
COPY ONLY - do not move.
