Have you tried running HSFX instead of running HSFX through UP?
Would be interested if this happens with the REAL HSFX and not the UP add on.
As for running mods, if you are running UP or HSFX, you're running mods. It doesn't matter if you've activated any or not.
The plane jane version of IL-2 is just that, IL-2 4.09m with NO MODS installed at all.
Next time you re-install the game, stop after the 4.09m update and test the game to see if you still get the error.
If you don't, make a backup copy of the stock game. Call the new folder 'Il-2 Baseline'. Use this for your recoveries instead of reinstalling every time.
After I made my 'Baseline' copy, I made 2 more folders.
IL-2 HSFX
IL-2 UP
I then copied all the contents of the IL-2 Baseline folder into both of these folders.
Then I applied the Mods to the appropriate folders.
That gave me two installs of the game plus a backup copy to draw from if I ever needed to start over.
