First make sure the game is NOT installed in the default directory of C:\program files\ubisoft\il-2 sturmovik 1946.
Next, disable UAC.
Then, right click on the IL-2 1946 Icon, select properties then select compatibility.
Check on Run this program in compatibility mode and select Windows XP Service Pack 2 mode.
Check on Run this program as an administrator.
Click the Change settings for all users button.
Click apply.
Then click OK.

That's it, you should be good now.
