It seems like.
In fact, ROF has developped a business strategy with Payable DLC. On one hand you get a not very expensive game with some planes, but on the other hand you have to pay to get more aircrafts, mods, weapons... And finally you have to spend more money to have more choices.
I don't know if 1C will adopt this strategy. I remember I have read somewhere an interview of Oleg and he said he would prefer an expensive game with a lot of planes included than some payable downloadable contents even if the DLC appears to be more lucrative.
But business is business and plane simulation is a very specialized market where people have the same passion for aircrafts and history, and want something realistic. So if people are ready to pay to add DLC, no doubt this strategy will be done. I'll be curious to see how it will offer when it will be ready. If someone find more information about it, please share it ;o)
BTW, if you work at Ubisoft, 1C or 777 studio and you are looking for someone in marketing/strategy department, drop me a PM ;o)
