So what? Not necessarily just because it's way better looking at normal settings doesn't mean low setting will look better then IL2. Some games low settings make games virtually unplayable.
IL-2 1946 on highest settings has very clean and effective graphics.
SOW at lowest settings might make you look at it and think it's ugly.
Its hard to explain but here's an example..
I love playing Quake 3 and I still do, It hasn't got the best graphics at all..
I love playing UT2004 but if you turn the settings to the lowest (or even mid) I can't stand to play it, even though it still has good graphics.
Games are meant to be played on at least normal settings. The low settings are just for people who aren't really into gaming and are trying it out for a bit (and people who can't afford a mid range pc)
EDIT: Oh and back on the original topic.. I doubt it will use minimal resources, and if it does it won't look like half the videos/images you have seen of it, and will probably have reduced realism so there's less processing.
If its going to look and play as good as some of the videos suggest your only going to get near that with a decent PC.
EDIT 2: Another thing I might add is a simpler version of what I was trying to say earlier...
An old game at max settings looks better then a new game at minimal settings. IMO...
