I've been trying to install and run a couple of map mods( Channel map & BOB by Fly_Zo. I can't find my all.ini file to add text to for the mod. I did a search and didn't come up with anything much. I have all.ini files in my training folder and user folder, but not in files/maps folder. I don't even have a map folder in the files folder. I just have a maps folder in the MODMAPS folder, but no all.ini file. How can I get these to work? Where would all my other maps be listed?

If I were you, I would use the Unified Installer (UI) to get you up to speed. That will get you caught up with the current file structure, and make it a lot easier to install new maps. Besides, Fly_zo's map comes with the UI install.

You could always download the default all.ini (its here somewhere) and stick that in your maps folder, then add what you need to.
