You can use Gimp. Latest version is 2.6 and it's free.

Hey Guys,
Very new here and new to IL-2 as well.
I know it sounds hokey but I did (or am doing...) an HO-229 skin with MS Paint. Not finished yet. Yeah, it's a little pixelated up close but at "fighting distance" you can't really tell. It's kinda' unique. Looks like a giant flying mouth with eyes staring at you. Just playing around with an idea.
If anybody's interested I'll post a screen shot (once I figure out how to do it that...)
