you need to use the extractor,it's in the fb_maps.SFS file in the main IL2 Root folder.

Edit:
Here's the Berlin map extracted from the game

Do you have VPmedia's new default maps installed? VP replaced the original load.ini for the Berlin map and used textures from the Slovakia and Bessarabia maps. If you revert to 4.08, the game will not recognize the texture entries ans cause this error.

Just go into mods/mapmods/berlin and either delete or rename the load.ini that is in there and reload the game.

As Skunkmeister mentioned you must have VPmedia's mapmods for the stock maps which re-texured them.

Go into your MODS/MapMods/maps folder and look for a folder named Berlin.
If there is one named Berlin then put a minus sign in front of the name to disable it like so "-Berlin".
Then load your game in 4.08 and Berlin will load off of the stock Berlin load.ini from within your maps.SFS files

If you have this Berlin folder in your MODS/MapMods/maps folder then you will notice that all it contains is a load.ini that has been re-textured.

I have this Berlin folder in my maps mapmod folder and I had to disable it with -Berlin in order to load Berlin in 4.08

Hope this helps
