I want to host a public IL2 server on the same machine I use to connect to games via hyperlobby. So I need two copies of hyperlobby installed. One for my game-server & another for my personal gaming connection. The normal hyperlobby install process does not allow two copies on one machine. So how do I achieve this?

I think you will have to connect to your server direct IP, rather than through Hyperlobby.
Use either private or public IP, depending if you have a router or not. The only downside of this, is that HL will not display you in the list of connected players.
