I download and install all the b17 stuff needed to fly them, but i cant get waist gunner on b17e and f. it work fine in b17g
so i do not know what i did wrong

anyone to hepl me in this

Unfortunatelly the waist gunners works only on B-17G. At least in UI or separate MOD available at AAA site.

However there is a new slot B-24J with workable waist gunners

(The link is inoperative)

The author credited a community member Charlie Chap for workable waist gunners, so maybe you should ask him via PM or official request for such fix in other B-17s.
