Checking my copy of Caldrails Compleltely Clueless Guide To Luftwaffe Female Impersonators, I can confirm this was the usual apperance of radar operators, who sometimes suffered from boredom on long night patrols, and several propaganda pics were issued in World War Two to make allied airmen jealous. Such was the controversy of this failed initiative that one senior official bailed out over Scotland because of the embarrasement.
