That is likely a graphics card setting somewhere.

Try to adjust your Effect= setting in the conf.ini file of IL-2 Sturmovik 1946.

Raise or lower the value to get the right level, such as Effects=2, perhaps.

Problem solved by turning on 00-fire smoke effect in JSGME...now the best exhaust I've seen in any mod form...even blue flame...!
