An excellent question ... but a mod switcher doesn't yet exist. At least not that I'm aware of, and not what I'm thinking of (a tool to activate/de-activate various mods in order to have an easy system of maintaining crt=2 security compatibility between a client and a host).
If you're referring to the Version Switcher (to switch from v 4.08m 4.09 + Mods + 6DOF), it's part of the Unified Installer (either 1.0 or 1.1, both versions have the "Version Switcher" included). The "Il2VersionSwitcher.exe" file resides in the root of your IL-2 folder once the UI has been installed.
