I can load the game from my desktop snd switch between 408 and 409. When I host a game in Hyper Lobby the game loads and the only missions that load are what came with the game. Even when I switch to 409 the game loads as 408 with no mods like the the game would when you first install the game. I have reinstalled hyper lobby still same problem. Like hyper lobby will only load the orginal game files. I did change my call sign but when I went back to my original call sign had the same problem. Is there an some file that needs to be changed?

Do you have more than one install of the game? Is it possible that Hyperlobby is pointing to an old, unmodded, copy? After all, your mission files are not changed or deleted by switching versions.
