No, because HSFX 4.0/4.1 (UltraPack's base) uses 4.09m as it's base.

No UP 2.0 can do HSFX ,409 and 409 mods, 408 is all but obsolete.

As said above v4.08 is now all but obsolete, however if you want to make your own game switcher for 4.08 you will need the original version 4.08 files.sfs and il2fb.exe
I don't use UP2.0 so treat the following with caution.
1. backup the files.sfs and il2fb.exe files from up2.0
2. Overwrite the existing files with the v4.08 versions of files.sfs and il2fb.exe
If you do not have the version 4.08 files then download the 4.08 patch from the official site and extract them from the patch.
That should do it.
