If you're using HSFX or UP, you already have it. It's part of the Bomb Bay Doors Mod.
If you're not using either, then you'll need to be using one of the mod activators such as the one at SAS or one of the old ones from AAA.
You can then D/L the Bomb Bay Doors mod and install it manually.
Instructions are attached to the mod in a readme.txt file.
