Hey redarrows2006, I just stumbled across this thread again and saw your questions.

OS is operating system as you guessed, and UAC is user access control - ya know when vista/windows7 screen goes black then asks you if you want to allow a program to do what you just told it to? - thats the UAC, and I hated it. a guide to disable it can be found here for windows 7:

You need to run the file called A.exe - the setup program itself is useless on Windows 7.

Thanks RNBeavis! the il-2 install perfect, but now i have another problem. Wen i run the game, i have 1 or 2 frames per secon, in the menues and in the game. The sound of the menues is superposed too. I tried 4.08, 4.09, whit and whitout mods and the problem persist. I

Is it like when the windows-7 is beeing relased that the UAC being more friendly in using or is to be an issue who we must solve our self i wonder?
