Ask on this on SimHQ last night because they have a good knowledge base. IceFire reply saying they didn't have enough information for the gunner.

Oleg's team didn't have enough references for the full arrangement of the rear station to model it properly is what we were told waaay back when the Field Mod first arrived.

Seems more plausible reason for it not being add other then its controversial.
