Automatic map population idea

Is there anybody out there talented enough to write a program that could place objects in a template pattern on top of current city textures patterns by reading the texture file. Placement would not have to be 100% exact as the user could now move an entire set of buildings with the new FMB+ multiple select function. This could save massive amounts of time in populating big maps. Once that was done you could the tweak your cities with customizing certain areas to make them stand out.

Another option is manually importing an object pattern made to match the city street texture pattern and copy and pasting it en masse.

Or has this been thought of/done already.
