Err... High explosive bombs usually produce mushroom clouds at much lower tonnage than FAEs/Thermobarics (which tend to produce an intense fireball which spreads out laterally, but doesn't throw material as high and also tends to initially starve fires of oxygen near the detonation site itself - so you don't get the prolonged columns of hot air and burning debris until much later).
