Not being able to run in "Perfect" mode is a consequence of running the game in DirectX mode (more accurately D3D mode). If you get better frame rate in D3D compared to OpenGL in the same ("excellent" ) mode, it's the users choice to run with which he thinks is best, of course.
These files should help with other DirectX components too, like DirectSound, DirectPlay and the like, so maybe running in OpenGL and "Perfect" with these runtime improvements will give better fps too.
