Did you pressed both keys Shift Tab at the same time ? it must work , we all have same setting for accessing console
There is a lot of info about your game set up , driver OpenGL capabilities and what is loaded from video setting configuration
including any error you might have with some files
Yes , you can do it also as Korrigan suggested , just pressing both keys ingame is fast way to know immediately
what's going on with your game set up without having to exit and then looking in to log file...
