No offense but, shouldn't that be obvious? The track ir is light sensitive so the cigarette light is well... a light . Try and make sure that there isnt any glare going into the Ir lens. Try to turn off all artificial lights in the room so the signal won't be distorted. To get full use of your track ir either don't smoke when playing or make sure the ir lens is away from the light.
