My mother has the exact same laptop for her regular use
The reason why there is full load on one core and less load on the other is partially due to this game is single threaded(single core game). You could try to enable the affinity to both cores but I am not totally convinced. It could help, but you may have microstutters that have plagued my machine for months. But it has been fixed my a recent driver fix for video card.

Could you please state more specifically about your problem about Vista and Restore?
