I know that feeling as it took me at least two full weeks to get it working.
-1- you have to start from scratch (as you did). Even a "cleaned up" modded version will still have some hidden files somewhere which will interfere with your installation. Uninstall any old version!
-2- you have to make sure that you use clean archives. Any corruption of even a minor file inside of one of the archives and your installation will go on but it won't work at least online!
-3- use Winrar in order to test your downloaded archives (click test and see if the archive is not corrupted) and for the installation.
-4- follow all the steps in the right order: first a clean install of 4.08 - duplicate it and work with the duplicated version - install UI 1.1 - install UI 1.2
-5- run the install.bat file after this if you use Winrar in order to identify those files inside of the MOD folder which need to be modified or deleted after the installation
-6- if you wish to use the 4.09m version, you have two possibilities which work for me:
-a- you install the Warbirds of Prey switcher following the precise instructions on their Website and you will be able to use either 4.09m or 4.09b1m(UI 1.2 version) regarding the 4.09 version
-b- you install the complete HSFX files which allows you to play 4.09m with mods
Otherwise you will have to wait for the integrated 1.2.5 patch which contains material from HSFX as far as I heard...
