More memory and better graphics card will help for sure. I'm able to run very smooth in perfect mode with high rez trees and water using a 2.2 x4core, Nvidia 9800gt, and 8 gb ram. I just can't throw too much at it though. 4.08 runs noticeably better on mine than 4.09 also. After upgrading try getting a monitor with a high refresh rate ( 75hz-85hz CRT or above preferably), this will be your max fps potential. And make sure you run your game and your desktop in the same resolution, if not Windows defaults your refresh rate back to 60hz(making 60 your max fps). And on my rig the difference between 60 fps and 85 fps is obvious. And try experimenting with lower resolutions as well, this will surely make a difference, like 800 x 600. It's not great, but it's smooooth. Hope this helps.
